"Acting" to Promote Prevention: Averting Fires Before They Start | Hoprio Holdings Strengthens Safety Defenses, Building a Secure and Peaceful Enterprise Together

To further strengthen safety management in "factory-in-factory" facilities within the jurisdiction, effectively prevent fire incidents, and achieve "one-click alarm and full-staff evacuation," ensuring early detection and prompt handling of fires while significantly enhancing employees' emergency preparedness, evacuation skills, and ability to escape safely, the Wujin District People's Government and the Wujin District Emergency Management Bureau, jointly with Nanxiashu Subdistrict, have organized a comprehensive emergency drill titled "Wujin District 2025 Factory-in-Factory Production Safety Accident and Fire Evacuation Drill" at the Hoprio Holdings factory premises.

To further strengthen safety management at "factories within factories" within the jurisdiction, effectively prevent fire incidents, and achieve "one-button alarm and full-staff evacuation," the Wujin District People's Government and the Wujin District Emergency Management Bureau, in collaboration with Nanxiashu Subdistrict, jointly organized the "Wujin District 2025 Comprehensive Emergency Drill for Production Safety Accidents and Fire Evacuation" at the Hoprio Holdings factory premises. Sun Yifeng, Member of the Standing Committee and Vice Mayor of Wujin District; Jin Xubing, Secretary of the Party Committee and Director of the District Emergency Management Bureau; Zhao Ding, Captain of the District Fire Rescue Brigade; Zhu Min, Director of the Nanxiashu Subdistrict Office; and Ding Ruirong, Chairman of Hoprio Holdings, attended the event and observed it firsthand.

Sun Yifeng, member of the District Committee Standing Committee and Executive Deputy District Mayor, served as the overall commander of the exercise, while Jiang Tao, Chief Engineer of the District Emergency Management Bureau, and Teng Zhen, Deputy Captain of the District Fire Rescue Brigade, acted as on-site commanders. Also participating in this exercise were representatives from departments including fire rescue, medical and health services, safety experts, public security officers, traffic police, and news publicity units—each unit working collaboratively and coordinating closely with one another.

Sun Yifeng, Member of the Standing Committee and Vice Mayor of Wujin District Committee, put forward three hopes regarding this "large-scale drill" activity and the current deployment of safety production work: First, use the drill to enhance real-world preparedness and comprehensively improve emergency response capabilities; second, strengthen accountability to ensure effective implementation and solidify the safety production defense line; and third, promote long-term collaboration to establish a comprehensive, joint-management framework.

At the start of the drill, the workshop safety officer immediately activated the "one-button alarm" device and reported the fire incident, prompting the company to swiftly organize employee evacuation and initiate initial firefighting efforts. Upon receiving the alert, the Nanxiashu Subdistrict Office promptly coordinated a joint response. Meanwhile, Jiang Tao, Chief Engineer from the District Emergency Management Bureau, provided video-based command and dispatch while leading his team directly to the scene. The Jinghu Road Fire Station quickly connected with the fire-fighting briefing box to begin extinguishing the blaze, while public security traffic police implemented perimeter control and security measures. Simultaneously, the 120 emergency medical team arrived on-site to provide immediate treatment for injured personnel.

The on-site command center was immediately established, with emergency drones transmitting real-time footage of the fire scene. As the situation escalated, a Level IV emergency response was activated. Leaders from the district government, along with representatives from fire services, emergency management, and other relevant departments, formed a multi-dimensional command structure comprising eight working groups focused on disaster relief, security protection, environmental monitoring, and more.

During the final assault phase, firefighting forces worked together to aggressively tackle and extinguish the blaze, while various task forces systematically carried out their assigned duties, including casualty assessment, public opinion management, and environmental monitoring. Ultimately, the command center coordinated fireground cleanup, organized briefing sessions for information dissemination, and compiled an accident investigation report. This entire process thoroughly tested the scientific rigor of the emergency response plan and the effectiveness of multi-departmental collaboration, successfully achieving the exercise objectives.

After the drill concluded, Jin Xubing, Party Secretary and Director of the District Emergency Management Bureau, provided commentary on the exercise. Jin Xubing fully praised the successful outcomes of the drill, noting that it was meticulously prepared, with content closely aligned to real-world scenarios, a clear prioritization of procedures, swift emergency responses, and highly efficient handling actions. He also highlighted the seamless coordination among departments, emphasizing that the drill effectively achieved its objectives: testing the emergency plan, strengthening the team, and enhancing overall capabilities. At the same time, he pointed out certain areas for improvement, urging all departments to carefully analyze the lessons learned, further refine their emergency response plans, bolster emergency preparedness teams, and elevate their capacity to handle crises effectively.

Hoprio Holdings Chairman Ding Ruirong stated that Hoprio Holdings will take this exercise as an opportunity to rigorously enforce the principal responsibility of the lessor combined with the direct responsibility of the lessee, ensuring strict and unified management of enterprises leasing space within the park. This approach aims to achieve comprehensive, all-encompassing risk control with no blind spots. Additionally, the company will regularly conduct emergency drills tailored to various scenarios, effectively enhancing its real-world capabilities in preventing incidents, evacuating safely, and responding swiftly to emergencies. Finally, Hoprio Holdings solemnly pledges to immediately address any identified issues, committing to thorough and decisive corrective actions.
